About the Role

We are seeking a skilled Operational Risk Officer to join a premier financial institution in Qatar. This role is central to safeguarding the organization’s risk profile, ensuring compliance with regulatory standards, and driving a culture of risk awareness across the enterprise. You will collaborate with senior leadership to identify, assess, and mitigate operational risks, making this a critical position for experienced risk professionals in the banking sector.

Core Responsibilities

• Develop and maintain the operational risk management framework, including policies, procedures, and risk appetite statements.
• Conduct risk assessments and control testing across business units to identify emerging risks and control gaps.
• Monitor key risk indicators (KRIs) and loss data, providing timely reporting to management and committees.
• Facilitate risk and control self-assessments (RCSAs) and ensure action plans are implemented effectively.
• Advise business lines on risk mitigation strategies and best practices for operational risk management.
• Coordinate with internal audit, compliance, and other second-line functions to ensure integrated risk coverage.
• Prepare risk reports for board-level and regulatory submissions, maintaining accuracy and completeness.
• Stay updated on industry trends, regulatory changes, and emerging risks (e.g., cyber, third-party, fraud).

Required Qualifications

• Bachelor’s degree in Finance, Risk Management, Business Administration, or a related field.
• Minimum 5 years of experience in operational risk management within a bank or financial institution.
• Strong understanding of Basel frameworks, local regulatory requirements (QCB), and risk management standards.
• Proven ability to design and implement risk frameworks and control testing programs.
• Excellent analytical, communication, and stakeholder management skills.
• Professional certifications such as FRM, CRM, or PRM are highly desirable.

Preferred Skills

• Experience with risk technology platforms (e.g., RSA Archer, OpenPages) and data analytics tools.
• Knowledge of Islamic banking operations and associated risk considerations.
• Fluency in Arabic (spoken and written) is an advantage for stakeholder engagement.
• Strong project management skills and ability to drive cross-functional initiatives.
