Role Overview

UNICEF is seeking a highly skilled Gender Programmatic Review Consultant for a remote, 3.5-month contract based in Rabat, Morocco. This role focuses on evaluating and strengthening gender integration across UNICEF programs, ensuring alignment with organizational goals and international standards. The consultant will work closely with country office teams to conduct comprehensive reviews and provide actionable recommendations.

Key Responsibilities

• Lead a gender programmatic review of UNICEF Morocco's portfolio, assessing gender mainstreaming in all sectors.
• Develop and implement review frameworks, tools, and methodologies tailored to the local context.
• Analyze program data, reports, and field findings to identify gaps and opportunities for gender equality advancement.
• Facilitate workshops and consultations with staff, partners, and stakeholders to gather insights and build capacity.
• Produce a detailed final report with evidence-based recommendations for improving gender-responsive programming.
• Present findings to senior management and support the development of a gender action plan.

Qualifications and Requirements

• Advanced degree (Master's or PhD) in gender studies, social sciences, international development, or a related field.
• Minimum 8 years of professional experience in gender analysis, program evaluation, or human rights-based programming.
• Proven expertise in conducting programmatic reviews for UN agencies or large international NGOs.
• Strong analytical, writing, and presentation skills in English; knowledge of French or Arabic is an asset.
• Ability to work independently in a remote setting and deliver high-quality outputs within tight deadlines.
• Familiarity with UNICEF's gender policies and the Moroccan development context is preferred.
