Role Summary
A Turnaround Engineer specializing in Contracts & Costing is responsible for managing the full contract lifecycle for goods and services during plant turnaround and shutdown projects. This role ensures cost-effective procurement, commercial compliance, and financial control to protect company interests while supporting safe and timely execution of maintenance turnarounds.
Key Responsibilities
- Develop and administer turnaround contracts for equipment, materials, and specialized services
- Lead cost estimation, budgeting, and forecasting for turnaround work scopes
- Negotiate commercial terms, rates, and payment schedules with vendors and contractors
- Manage change orders, variations, and claims throughout the turnaround lifecycle
- Track actual costs against budgets; prepare cost reports and variance analyses
- Ensure contract compliance with HSE, quality, and schedule requirements
- Coordinate with planning, procurement, operations, and project controls teams
- Maintain contract registers, documentation, and lessons-learned databases
Qualifications
- Bachelor's degree in Engineering (Mechanical, Chemical, Civil) or Commercial/Quantity Surveying
- Minimum 8-10 years experience in turnaround/shutdown management within oil & gas, petrochemical, or refining sectors
- Proven track record in contract administration, cost engineering, and commercial management for major maintenance events
- Professional certification (e.g., CCM, CQS, PMP, RICS) highly desirable
- Strong knowledge of FIDIC, NEC, and industry-standard contract forms

- Contract Strategy development for lump-sum, reimbursable, and unit-rate agreements
- Cost Control: earned value management, forecasting, and contingency analysis
- Negotiation and dispute resolution with EPC contractors and service providers
- Risk Management: identification, quantification, and mitigation of commercial risks
- Advanced proficiency in Primavera P6, SAP/ERP systems, and cost management tools
